WHO WE ARE
EU Rebuild Alliance operates as a process operator, not as an intermediary.
We support international supply projects between the European Union, MERCOSUR countries and Ukraine only where legal, logistical and financial execution is feasible.
All requests undergo preliminary review, compliance checks and a structured evaluation process.

Public and IFI-funded projects (EBRD / IFIs / donors)
EU Rebuild Alliance provides independent support to project owners, municipalities and utility companies in the preparation and implementation of projects financed by international financial institutions and donors, including EBRD and bilateral grant programmes.
Our scope may include pre-tender feasibility and compliance assessment, preparation of technical specifications and tender documentation, support in tender evaluation and preparation of evaluation reports, assistance in contract finalisation and signing, as well as execution oversight and reporting.
We also support the implementation of Environmental and Social Action Plans (ESAP), contribute to environmental and social compliance processes, and prepare performance and impact reporting, including GHG emissions savings and other environmental indicators, where applicable.
EU Rebuild Alliance does not participate in procurement procedures as a bidder, does not act as a supplier, and does not receive any remuneration linked to procurement outcomes. Support is provided exclusively as an independent process, governance and compliance operator.
Engagement terms for public and IFI-funded projects are defined individually in accordance with applicable procurement and donor rules.

HOW WE WORK
All engagement starts with a paid feasibility assessment.

Suppliers and buyers submit structured requests via the website.
2.
The EU Rebuild Alliance team performs a preliminary review and initial risk assessment.
3.
Suitable projects proceed to a paid feasibility and compliance assessment.
4.
Once feasibility is confirmed, the deal is structured: contracts, roles of the parties, logistics and documentation.
5.
Where required, execution oversight and reporting are provided.
